Garou is a human who is obsessed with killing heros that he became a monster. His obsession started due to as a boy he was bullied by a boy named Tacchan. As kids Tacchan forced him to play "Heroes," where Tacchan(the hero) would beat up Garou(the monster) Garou noticed that everyone liked Tacchan but hated him. Garou intends to change the world through absolute evil. He views justice as being biased and unfair, seeing it as people's doing evil things to others they deem "evil" and getting praised for it, whereas absolute evil is unbiased and fair, affecting everyone the same way. Garou wants to become the fairytale-like monster that everyone fears so that they are forced to unite against him to survive. By doing so, he aspires to end conflict and war and achieve world peace.

made up of the world's unfairness. As if he is the personification of
justice...of course. Didn't I already know? This world is unfair.
Justice and evil are decided by others. That's how the world is. To
oppose the unfair power known as justice, I have to obtain the unfair
power known as evil. To defeat the unfair beings known as heros I have
to become an unfair being myself!"
