Crochet is one of many processes available for hand-making textiles. In most cases, this skill is handed down generation to generation, usually through creative and pragmatic women. Knitting, which was invented well before crochet, is typically more popular. However, it can be reproduced cheaply by machines. Whereas crochet cannot. For this reason, I recommend always purchasing your crochet items from a maker directly. If you see a crocheted item in department store, it was most likely produced using cheap labor or even child labor, in the name of "fast fashion".
