Foster care is a temporary living situation for children whose parents cannot take care of them and whose need for care has come to the attention of child welfare agency staff. While in foster care, children may live with relatives, with foster families or in group facilities. Over half of children who enter foster care return to their families.


    Here are some facts from the AFCARS Report about the United States Foster Care System:

  1. 672,594 children and youth were served by the system

  2. 122,216 children and youth were waiting to be adopted

  3. 2-year-olds have the highest rate of adoption

  4. 46% of children and youth are placed in a non-relative foster home

  5. 47% of children and youth who exited foster care returned home to their parents

  6. The average age of a child in foster care is 7

  7. 63% of children and youth were removed due to neglect

  8. The average time in foster care is 25 months

  9. 20,445 youth aged out of foster care

  10. 54% of children and youth in foster care are non-white
