COVID-19 affects different people in different ways. Most infected people will develop mild to moderate illness and recover without hospitalization.

The purpose of risk levels is to provide a framework of considerations for ministries of health and their partners to use while designing and implementing travel-related intervention strategies. The recommendations are based on individual-level risk assessment of potential infection of arriving travelers to mitigate the geographic spread of coronavirus disease 2019 (COVID-19). This framework focuses on public health measures to mitigate risks of COVID-19 spread among those crossing international borders and for communities through which they travel.

• HIGH RISK

  Number of new cases: More than 500
  Incidence Rate (per 100,000 people): More than 3
  New Case Trajectory: Accelerating or growing

• MODERATE RISK

  Number of new cases: 251-500
  Incidence Rate (per 100,000 people): 1.5-3
  New Case Trajectory: Decelerating, slowing, OR stable

• LOW RISK

  Number of new cases: 50-250
  Incidence Rate (per 100,000 people): Less than 1.5
  New Case Trajectory: Decelerating, slowing, OR stable
